1. Connect instruments
2. Right click BSC and select ' Configure Service Negotiation '
3. Change Primary Service Configuratgion to SO18 and click OK
4. Terminate a call to UE.
5. Right click CN and select OTASP/OTAPA
6. Select and configure the message you want to send, and click Send OTASP/OTAPA
