The easiest way to slow down the data rate from either the client or server is to limit the link speeds on the Subnet>Realism tab for either the client or server. By limiting the link speed you are effectively increasing the amount of time it will take for data to traverse the link.
Note that you must apply this to each subnet individually and it is possible to set the send and receive speeds differently on each subnet.
