This error displays when the Attack Designer cannot create the license request file. 

To address this issue:

1. Make sure you are running as administrator and that the application is set to run as administrator (right-click > properties > compatibility)
2. If you have tried step 1, and it still doesn't work, you must uninstall and then reinstall the Spirent software while running as administrator. 
   Once the software is reinstalled, please ensure that step 1 is again followed.
